Today, the most relevant in the field of education is the use of non-traditional forms of education, namely distance(remote) learning. Distance learning is the same educational process that uses information and communication technologies. Modernity, timeliness, accessibility of learning without leaving home, being in another city, gaining knowledge using a convenient educational platform of the university — all this is distance learning. All materials of lectures, assignments are stored in one place and are available at any time. In addition, you can turn to video lectures at any time and refresh your knowledge, test your knowledge via online tests and get an immediate result or simulators to achieve the desired result. Distance learning is an alternative learning during the pandemic. This article discusses the organization of distance learning and reveals the tasks of using information support for the educational process at the university. The chosen research method is theoretical analysis and synthesis of the material. Based on the analysis of scientific works of researchers on the organization of distance learning, the tasks of information support of the educational process at the university are revealed. In this article, the authors focus on delivering online lectures and classes in a clear and engaging way and describe the most common video conferencing services used by educational platforms. In the course of the study, the authors come to the conclusion that it is necessary to improve the competence of teachers in working with information and communication technologies. Distance learning and the peculiarities of its organization require careful attention and study due to their insufficient development. The main provisions and conclusions of the article can be useful for teachers, methodologists in scientific and pedagogical activities. In addition, the developed recommendation sallow improving the educational process at the university.

The relevance of the represented research is caused by the state importance and high responsibility of personnel office-work in activity of public institutions. Implementation of functions of management, organization of the labor relations and human resources management of public service is the necessary key, which in many respects defines efficiency of activity of the public authorities creating, supporting and ensuring safety and welfare of citizens, their rights and freedoms. The article examines the issues of the organization of personnel office-work; the emphasis is placed on optimization of personnel processes in the conditions of digitalization. The regulatory legal acts regulating the organization of personnel processes in the state control system are selected. Features of organization of personnel processes in foreign countries in the system of public administration are marked out: automation, paperless carriers, use of a cloud computing. Legislative and regulatory acts have been addopted in foreign countries for digitilization of the HR records keeping, as well as national standards based on the international ISO system. Developments shall be included in the regulatory-legal and methodical documents of the Russian Federation. On the example of the State committee on the pricing policy of the Sakha (Yakutia) Republic, the analysis of personnel processes is made and the recommendations about optimization and standardization of the processes in the conditions of digitalization of society are developed. The research is based on a structural and logical method, timing method, expert interview, method of analogies, method of the analysis and synthesis. Empirical data of2017-2019 are used; the key problems are allocated on the example ofthe State committee on the pricing policy of Yakutia; conclusions are made on increasing the efficiency of organization of the personnel processes. Bsed on the received results, recommendations about automation of personnel processes in public administration in the conditions of digitalization of society are developed. Standardization of the main personnel processes, which include such directions as hiring procedures, assessment of competences (certification), development of public servants, and talent pool is important. The use of the integrated software products, and cloud computing is proposed as the decision.

Currently, the absence of a GIS system linked to river basins in Russia may complicate the work of important operational environmental and hydrometeorological surveillance services. It is important to note that simplifying and accelerating the allocation of river basins through open source software can signi cantly optimize the work of researchers, especially in conditions where it is important to respond promptly to oods and oods in a short time. The purpose of this work is to automate the allocation of river catchment areas, which can help in the study of vast territories of the Far East, as well as contribute to the creation of effective forecasting and monitoring systems. The study presents an automated approach to the identi cation of watersheds based on the use of geospatial data and information processing algorithms. The presented method demonstrates the effective allocation of watershed boundaries, which makes it possible to simplify the research process and increase the accuracy of the data obtained. The study was conducted within the boundaries of Khangalassky district of the SR(Ya). The data obtained using digital terrain models were corrected, and then used for rapid allocation of watersheds by means of an algorithm developed by the authors. The algorithm is a module for QGIS, which uses the QGIS and GDAL tools in turn, which signi cantly speeds up the process of creating materials for further research. The results of the study emphasize the accessibility of obtaining information about the geosystems of river basins as integral systems and put forward the prospect of improving GIS processes related to water resources for more effective monitoring of ecosystems and decision-making in the eld of environmental protection.

This article examines the connection of the gemeronyms of Yakut periodicals with cultural and historical phenomena, where the desire for freedom of speech and the right to information influenced the formation and dissemination of a democratic and national press in Yakutia. However, during the historical process, there was no stable media system during this period. Consequently, the press of Yakutia reflected the movement of the socio-political life of that time and depended on fluctuations in political power. The scientific novelty of the research lies in the fact that for the first time in Yakut journalism, an attempt was made to comprehend and systematise the names of newspapers and magazines as an independent unit, taking into account its functional specificity in communication processes. The purpose of the study is to determine the peculiarity of the reflection of freedom of speech and the right to information in the gemeronyms of newspapers and magazines in Yakutia in the pre-revolutionary period, after the February Revolution and during the period of liberalisation of Soviet power. The relevance of studying the gemeronym has become the basis for further research, which is due to its special role in the historiographical process as a whole. In our case, a distinctive feature of the media onomasticon is its interdisciplinarity. The study used methods of observation and content analysis of the hemeronyms of periodicals as onomastic realities. In addition, the method of retrospective analysis using "keywords" and "key meanings" is used to systematise the history of the Yakut periodical press.

The article is dedicated to the 170th anniversary of the Vilyuisk (Yakutia) expedition organised by the Siberian (Irkutsk) branch of the Imperial Russian Geographical Society (1853-1885). It was led by Richard Karlovich Maack (Germ. Richard Otto Maack), a Russian naturalist of German origin and explorer of Siberia and the Far East. It also contains some information on the Pribaikalia and Transbaikalia, taken along the way during the subsequent Amur (1855-1856) and Ussuri (1859-1960) expeditions. The route, dates, and composition of the expedition are described and the contribution of the scientist to various fields of natural science and, above all, to the study of vertebrates of the region is evaluated. Scientists have identified the habitat of amphibians and reptiles (4 species), birds (121), mammals (34), which is relatively large against the background of regional studies conducted in Eastern Siberia at that time. According to the lists of bird species published in the fundamental work of the scientist "Vilyuisky district of the Yakut region" [1883-1887], the distribution of 5 species of Gallinaceous birds (Gallinaceae) in the middle of the XIX century was revealed - Hazel Grouse, Western and Black-billied Capercaillies, Black Grouse, Willow Ptarmigan. For Transbaikalia and Pribaikalia, the habitat of two more species is noted - Gray and Bearded Partridges. The Common Pheasant was accounted for by R. K. Maack only in the Amur region and the Amur region (Far East). In general, over the century and a half of the history of studying Gallinaceous birds, their species composition has practically not changed in the researcher's work area. In Yakutia, it was replenished with species from the eastern and southern regions, living there Rock Partridge and Siberian Grouse. On the scale of Eastern Siberia, only the Pheasant is currently supplementing the Gallinaceous birds list as a new species in the region, documented in the south of Eastern Siberia - in the Eastern Sayan bordering the Baikal region and in some places of Transbaikalia (not yet precisely confirmed).

The article presents an analysis of media coverage in the Sakha Republic (Yakutia) on the topic of emigration from the region and examines the impact of this news on public perception. Key tags relating to various aspects of this topic were identified for the analysis. Each tag covers a specific aspect of the issue, allowing you to consider the topic in full. A quantitative content analysis of news from various media sources was also carried out. The study included only those news resources that are included in the List of registered mass media provided by the Federal Service for Supervision of Communications, Information Technology and Mass Communications. The analyzed publications include: global Russian online publications, such as: Gazeta.ru, Russian.rt.com, RIA Novosti, as well as regional resources: SAKHALIFE.RU, SakhaNews and Yakutia 24. The study covers the period from 2022 to 2023. The analysis showed that coverage of the topic of emigration from Yakutia varies depending on the media platform, which has a significant impact on public opinion and migration sentiment. The variety of formats for presented materials (articles, news, audio materials, videos, photographs) on most resources indicates a desire to present information about Yakutia as completely and comprehensively as possible. Such a variety of sources and approaches to coverage allows us to get a holistic picture of the media picture of the region and identify key trends in covering the problem of emigration.

In recent years, the banking business has been proactively introducing various innovations. The mortgage industry is complex and confusing, and this is primarily due to traditional and paper processes, lack of standardization, and extensive regulatory requirements. This study is justified by the fact that innovative technologies such as blockchain can be a solution to these problems. Currently, the use of blockchain in the banking sector is not sufficiently developed in Russia. Blockchain can help clients of banking organizations to purchase real estate not in weeks, but in a few minutes, without using paper workflow. The purpose of the study is to develop proposals for the introduction of innovative technology into the mortgage system of Almazergienbank JSC. To achieve this goal, the following tasks were solved: the main problems of mortgage lending in Russia were identified, the organizational and economic characteristics of Almazergienbank JSC were carried out, the analysis of mortgage lending management of Almazergienbank JSC was carried out, the analysis of the innovative activity of Almazergienbank JSC was carried out, problems were identified and recommendations for the introduction of innovative technologies into the mortgage system were proposed JSCB Almazergienbank JSC. The results of this study are the application of the recommendations received to improve the effectiveness of the application and use of new innovative technologies in the development of the bank’s mortgage system.

The purpose of the article is to scientifically substantiate the general structure, thematic content and information content of the GIS map for the project “Digitalization of the linguistic and cultural heritage of the indigenous peoples of the Arctic,” created as part of the National Spatial Data System. To study the spatial features of the distribution of languages and culture of indigenous peoples of the North, a cartographic method based on GIS technologies and geo-portal solutions was used as the most effective method for processing, analyzing, interpreting and visually presenting a large amount of information. To determine spatial qualitative characteristics and quantitative indicators, the initial information was processed taking into account the scale and selected territorial mapping grid - administrative units, natural complexes, zoning units, regular network, etc. For each of the thematic GIS layers, optimal systems of indicators and characteristics, quantitative scales, classifications, methods and means of representation, original symbol systems have been developed that meet the purpose. The research hypothesis is that the placement of the GIS project in the electronic service "Languages of Indigenous Peoples of the Arctic", which is part of the structure of the federal state information system “Unified Digital Platform “National Spatial Data System” will provide scientific, informational, methodological and factual support for developments and projects in various spheres of public life to preserve and popularize the languages and culture of indigenous peoples of the North.

In traditional teaching, an approach to teaching is often used, as a result of which students' motivation for learning decreases and insufficient mastery of the material is observed. One of the key features of electronic learning tools is the ability to adapt them to achieve various educational goals. In this article, the authors consider the electronic educational environment, which is formed as a result of the systemic implementation of hybrid learning and the possibility of its use for the purpose of individualizing and differentiating the learning process of students at a university. The virtual language environment, formed through various types of exercises aimed at activating language skills, provides opportunities for individualization and differentiation of the educational process, which contributes to the language development of students and increases the motivation of students. The article provides examples of the use of electronic educational technologies to achieve set goals. The authors come to the conclusion that improving the electronic environment opens up new opportunities for personalizing learning; however, to achieve high results in the development and use of the electronic educational environment requires careful organization and systematic support from teachers. The relevance of this study is determined by the need to update the forms and tools of the electronic educational environment in modern language education. The electronic educational environment provides new tools and technologies that allow you to adapt training to the individual needs of students, create exercises of various levels of complexity, use interactive and multimedia learning tools, and ensure group work and collaboration using electronic platforms. The purpose of the research is to analyze the possibilities of creating an electronic educational environment in the conditions of language education at a university. The research objectives include the study of the scientific literature on the problem of developing motivation in the process of using an electronic educational environment; generalization of tools used in the electronic educational environment; development of a set of exercises that help increase motivation when teaching a foreign language in the electronic educational environment of a language university. The research hypothesis is the assumption that individualization and differentiation of learning will be effective if the capabilities of the electronic educational environment are used in the learning process, taking into account the characteristics and needs of each student. The research methods are analysis of educational, methodological and pedagogical literature, empirical observation. The achieved results of the work may be of interest to researchers studying modern problems of student motivation in the context of the actualization and development of the electronic educational environment with the aim of individualizing and differentiating the educational process.

This article discusses the problems of managing the development (activity) of an educational organization in the context of digital transformation, the possibilities of the information and educational environment of the university. The goal of the article is to highlight the main stages of development (activity) of the university in the information and educational environment in the conditions of digitalization of education. The task of the article is to analyze research that reveals the attitude of students and teachers to digitalization, as well as the use of the possibilities of the information and educational environment. The research was based on the hypothesis that the management of the development (activity) of an educational organization in the context of digital transformation will be successful if the system of requirements and mechanisms of functioning of an integrated management system of digitalization of education are implemented. Research methods: theoretical analysis of scientific and methodological literature on the topic; questionnaires; processing of questionnaires. The study resulted in the analysis of the results of the survey of students of North-Eastern Federal University.
