Научная статья исследует развитие геокультурного туризма в арктических районах Республики Саха (Якутия), анализируя современное состояние этой сферы, ее потенциал и специфику. Особое внимание уделено причинам возрастающей популярности геокультурного туризма на территории российского севера, а также перспективам и возможностям его дальнейшего развития в Якутии. Работа будет полезна специалистам в сфере туризма, регионального развития и территориальных исследований. Развитие геокультурного туризма рассматривается как важный стратегический инструмент для привлечения туристов и укрепления позиций туристической индустрии Якутии. Несмотря на суровые климатические условия, регион обладает уникальными природными ресурсами и богатым культурным наследием, что открывает значительные возможности для развития геокультурного туризма.
The article considers the development of geocultural tourism in the Arctic regions of the Republic of Sakha (Yakutia), as well as analyses the current state of this field, including the potential and specifics. This paper explores the reasons for the growing popularity of geocultural tourism in the Russian North, as well as the prospects and opportunities for its further development in Yakutia. The work is intended to be of use to specialists in the fields of tourism, regional development and territorial studies. The development of geocultural tourism is regarded as an important strategic tool for attracting tourists and strengthening the position of the tourism industry in Yakutia. Despite the harsh climatic conditions, the region possesses unique natural resources and a rich cultural heritage, which creates significant opportunities for the development of geocultural tourism.

Снабжение территорий Севера и Арктики нефтепродуктами и продовольствием является важной составляющей сохранения их полноценного функционирования и жизнеобеспечения и имеет стратегическое значение для экономики РС (Я). Учитывая высокие транспортные расходы и сложную логистику, деятельность компаний, занимающихся доставкой продукции в рамках северного завоза, сопряжена с большими трудностями и финансовыми затратами, их риски многократно возрастают. Целью данного исследования является определение факторов, оказывающих наиболее существенное влияние на финансовое положение и устойчивость АО "Саханефтегазсбыт", которое занимается доставкой нефтепродуктов и топлива на север республики. Основными методами исследования в данном случае выбраны экономический и финансовый анализ. Результаты проведенного исследования показали, что в силу особенностей своей хозяйственной деятельности, обусловливающей большую продолжительность объема продаж оборотных средств, АО "Саханефтегазсбыт" неизбежно вынуждено привлекать заемный капитал в значительных объемах. Из-за этого снижается финансовая устойчивость компании и возникают риски неплатежеспособности. Ситуация усугубляется ростом ключевой ставки и соответствующим повышением стоимости коммерческих кредитов. Если финансовое положение компании ухудшится, безусловно, ей будет оказана государственная поддержка, достаточная для выхода из кризисной ситуации, однако, расширение возможностей кредитования организаций, занимающихся северным завозом, на льготных условиях позволило бы вообще избежать такой необходимости.
The supply of petroleum products and foodstuffs to the territories of the North and the Arctic is an important component of maintaining proper functioning and life support, and is of strategic importance for the economy of the Republic of Sakha (Yakutia). Because of high transportation costs and complex logistics, the activities of companies involved in the delivery of products within the framework of the northern importation are fraught with great difficulties and financial costs, and their risks are multiplied. The purpose of this study is to identify the factors that have the most significant impact on the financial position and sustainability of Sakhaneftegazsbyt JSC, which is responsible for the delivery of petroleum products and fuel to the north of the republic. The main research methods chosen in this case are economic and financial analysis. The results of the research have shown that because of the specific features of business activity, giving rise to a large duration of sales of current assets, Sakhaneftegazsbyt JSC is inevitably forced to attract borrowed capital in significant amounts. Because of this, the financial stability of the company is reduced and risks of insolvency arise. The situation is compounded by the growth of the key rate and the corresponding increase in the cost of commercial loans. In case the company’s financial situation gets worse, it would certainly receive state support sufficient to overcome the crisis situation. However, the expansion of opportunities for providing loans to organisations in charge of northern imports on favourable terms would avoid the need for such a support at all.

Статья представляет общие и частные механизмы стратегирования в условиях многофакторной реальности, когда г. Якутск является центром распределения интеллектуального капитала для районов республики, также для Северо-Восточного региона. Якутск является столицей Якутии, также город выступает центром для Северо-Восточного региона страны, который вполне способен обеспечить трудовыми ресурсами не только саму республику, но и готовить специалистов для других субъектов. Предлагается cоздать методологический совет при городской власти с учетом интересов населения, бизнеса и общественности, балансирующей силой при котором будет выступать городская власть. Рассмотрены данные официальной статистики по Республике Саха (Якутия), на анализе которых произведены расчеты и рассмотрены основные треки стратегирования комплекса мер. Стратегически значимой задачей города/региона/страны и хозяйствующих субъектов является воспроизводство трудового потенциала, обеспечивающегося за счет демографических, экономических и социальных направлений развития территории. На основе социально-экономических и технологических показателей необходимо создавать условия для принятия стратегических возможностей населению. Цель данной работы заключается в обозначении стратегических приоритетов формирования и развития трудового потенциала в г. Якутске и механизма стратегирования организационно-управленческой системы муниципального образования.
This article delineates general and specific mechanisms for strategic planning within a complex, multi-factorial context, where Yakutsk serves as a central node for the distribution of intellectual capital to both the surrounding regions of the Republic and the wider Northeastern region. As the capital of Yakutia, Yakutsk also functions as a pivotal hub for the Northeastern region of the country, demonstrating the capacity to provide labor resources not only for the Republic itself but also to train specialists for other constituent entities. The study proposes the establishment of a methodological council under the auspices of the municipal government. This council would operate with consideration of the interests of the population, businesses, and public organizations, with the municipal government acting as a balancing force. Official statistical data pertaining to the Republic of Sakha (Yakutia) are examined, and calculations are conducted based on their analysis to explore key strategic pathways for a set of interconnected measures. A strategically significant objective for the city, region, nation, and economic actors is the reproduction of labor potential, achieved through demographic, economic, and social development initiatives within the territory. Based on socio-economic and technological indicators, it is imperative to create conditions that facilitate strategic opportunities for the population. The objective of this work is to identify strategic priorities for the formation and development of labor potential in Yakutsk, as well as to outline a mechanism for strategic planning within the organizational and managerial system of the municipal entity.

В данной статье исследуется политика развития Российской Арктики в форме становления институтов управления. В рамках федеративного устройства нашей страны актуализируется реализация региональной политики местных территорий. В 2000-е гг. актуализировался адресный, компенсаторский подход, где выделяются наиболее перспективные макро субъекты. Особенно обозначены Дальний Восток и Арктический регион по причине совокупности социально-экономических факторов, природно-климатических условий, транспортной инфраструктуры, геополитического положения. В области нормативно-правовой сферы были приняты стратегии, концепции, постановления развития Арктического региона. Наблюдается оформление институционального управления в виде создания отдельных органов власти. До середины2000-х гг. функции по развитию Арктики дублировались в различных федеральных ведомствах. В 2014 г. создается отдельная Государственная комиссия по развитию Арктики. В 2019 г. к ранее функционировавшему Министерству по развитию Дальнего Востока Российской Федерации добавляются задачи развития Арктики. Также функционирует отдельная государственная Корпорация по развитию Дальнего Востока и Арктики, отвечающая за инвестиционный потенциал. Эффективность арктической политики зависит также от четкого определения и разделения функций и полномочий между федеральными и региональными органами власти. Региональная политика является интегрирующим фактором во взаимодействии двух уровней власти, что положительно влияет на общее экономическое развитие страны и федеративных отношений
This article examines the development policy of the Russian Arctic in theform of the formation of governance institutions. Within the framework of the federal structure of our country, the implementation of regional policy of local territories is being updated. In the 2000s, the targeted, compensatory approach was updated,where the most promising macro-subjects are identified. The Far East and the Arctic region are especially noted due to the combination of socio-economic factors,natural and climatic conditions, transport infrastructure, and geopolitical position.In the field of regulatory and legal sphere, strategies, concepts, and regulations for the development of the Arctic region were adopted. The formation of institutional management in the form of the creation of separate authorities is observed. Until themid-2000s, the functions of developing the Arctic were duplicated in various federal departments. In 2014, a separate State Commission for the Development of the Arctic was created. In 2019, the previously functioning Ministry for the Development of the Russian Far East was supplemented with the tasks of developing the Arctic.There is also a separate state Corporation for the Development of the Far East and Arctic, responsible for investment potential. The effectiveness of Arctic policy also depends on a clear definition and division of functions and powers between federal and regional authorities. Regional policy is an integrating factor in the interaction of the two levels of government, which has a positive effect on the overall economic development of the country and federal relations
